However in declining markets, wherein the ltv may expand because of shrinking home values, down payments are necessary to insure protection. But the answer, may be as you say...FHA insured 100% mortgages..but for EVERYONE..which is not what this bill seeks to do. Marilyn, thanks for stopping by. While I think DPA should be eliminated, I also believe it should be replaced by FHA insuring 100% loans.
